The gruesome, ritualistic killing of Randall Tebbs outside Phoenix, Arizona bears unwelcome resemblances to a mass murder in 1994 Chicago. Delta Green already has a suspect in mind. But the Agents are on the ground only a few hours when things get worse. The suspect reappears only to destroy himself in a deadly explosion. The murdered victim speaks with the voice of a god.

A trail of carnage leads across the country. It draws the Agents inexorably to the city where the towers fell, the city where cruel powers converge: to New York, the city Delta Green has learned to fear.
